Property service charges are not set or controlled by any state regulator. The ultimate responsibility for setting the charges lies with the management company of a property development.

A new National Property Services Regulatory Authority is expected to be established in forthcoming legislation. It will provide for the licensing and regulation of managing agents who work for management companies.
