"Taking in charge" is the process where a local authority agrees that a development is completed to its satisfaction, and that it will manage and maintain infrastructure and services such as public lighting, new roads, open spaces, sewers, water mains or drains, where requested by the developer or a majority of the development's owners or occupiers.
